Overview

Bangla QR is Bangladesh's national interoperable QR-payment standard, issued by Bangladesh Bank (BB) with EMVCo MPM (Merchant-Presented Mode) compliance [2, 3, [bd-cro]]. The standard was first announced 11 March 2019 and operationalised through bank rollouts starting 2020, with full interoperability achieved 1 November 2025 and instant QR transfers from 15 December 2025 BD. The earliest bank deployment was Mutual Trust Bank (MTB) with Mastercard; City Bank later launched the first interoperable Bangla QR supporting 4 networks (American Express, UnionPay, Mastercard, Visa) in a single QR.

A key regulatory move: BB required all non-EMVCo / proprietary QR codes to be replaced with Bangla QR by 31 December 2021 [2] — a hard regulatory sunset for closed-loop QRs. This is structurally similar to nqr Nigeria's mandate but with the critical contextual difference that Bangladesh's mobile-financial-services (MFS) ecosystem — dominated by bKash, Nagad, and Rocket — is exceptionally strong, meaning Bangla QR must compete with entrenched MFS QR offerings (bKash QR especially) for merchant acceptance.

History

Background — Bangladeshi payment landscape pre-Bangla QR BD:

  • bKash (BRAC Bank) — largest mobile-financial-services provider; tens of millions of users.

  • Rocket — Dutch-Bangla Bank MFS.

11 March 2019 — Bangladesh Bank issues Bangla QR guidelines [2, 3]:

  • BB adopts EMV® Merchant-Presented QR Code Specification (EMV® QRCPS) as the national standard.
  • Working Committee agrees to develop common and interoperable QR.
  • Hard sunset: non-EMVCo/proprietary QRs to be replaced by 31 December 2021.

Initial bank rollouts (2020) [2, [bd-cro]]:

Closest peer: nqr (NG) — both are EMVCo-mandated national QRs in large emerging economies with strong incumbent mobile-money/MFS competitors. Bangla QR has the advantage of TakaPay (national card scheme) and Bangladesh Bank's stricter enforcement timeline.
