Fawri+
Overview
Fawri+ is Bahrain's near-real-time interbank-payment system, operated by BENEFIT Company under Central Bank of Bahrain (CBB) authorisation [1, 2, [bh-cro]]. Conceptualised starting in 2014 and launched November 2015, Fawri+ provides near-real-time electronic funds transfer in <30 seconds, 24/7/365, using IBAN as the beneficiary identifier. The current per-account-per-day limit is BHD 3,000 (~US $7,950) — raised from the original BHD 1,000 in a recent increase.
Fawri+ is the underlying interbank rail beneath benefitpay-qr (BENEFIT's consumer-facing mobile wallet — ~80 % population penetration). It is one of the earliest national near-real-time payment systems in the MENA region — launched 5 years before cliq-qr Jordan (2020), 8 years before aani UAE (2023). Bahrain's pioneering Fawri+ launch in 2015 contributed to its broader fintech-pioneer reputation (also first MENA country with Open Banking, 2020). All retail banks in Bahrain are mandated CBB participants in Fawri+.
History
2014 — Fawri+ conceptualisation begins [2]:
- BENEFIT + CBB begin design work on near-real-time payment system.
November 2015 — Fawri+ launches [1, 2]:
- Live with <30-second settlement.
- Initial per-account daily limit: BHD 1,000.
- 24/7/365 availability.
- All Bahraini retail banks mandatory CBB participants.
benefitpay-qr launch (~2017) BH:
- BENEFIT launches BenefitPay consumer-facing mobile wallet atop Fawri+.
- Provides P2P/P2B/QR-payment experience to consumers.
Recent — daily limit raised to BHD 3,000 [3]:
- Per-account daily transfer limit raised from BHD 1,000 → BHD 3,000 — significant expansion of Fawri+'s consumer transactional capacity.
India-Bahrain UPI-Fawri+ cross-border [4]:
- India + Bahrain announced cross-border interoperability between UPI and Fawri+ — opening real-time cross-border between two major Asian/MENA economies.

Fawri+ is Bahrain's near-real-time EFTS [1, 2]:
| Layer | Description |
|---|---|

| Regulator | Central Bank of Bahrain (CBB) |
| Settlement speed | <30 seconds |
| Availability | 24/7/365 |
| Currency | BHD (Bahraini dinar) |
| Identifier | IBAN (no proxies in base layer; BenefitPay adds phone-number addressing) |

Mandatory bank participation [2]:
- CBB has mandated all Bahraini retail banks to accept inward Fawri+ payments.
- Must provide at least one bank access channel to make outward Fawri+ transfers.
No formal QR-specification for Fawri+ itself — QR consumer-facing UX is provided by benefitpay-qr on top of Fawri+.
Use cases
P2P transfers [1]: Send money to anyone with a Bahraini IBAN — instant.
Merchant payments via BenefitPay BH: BenefitPay app uses Fawri+ for instant merchant settlement.
Bill payment [1]: Utilities, government fees, telecom — instant settlement.
Cross-border (India ↔ Bahrain UPI-Fawri+) [4]: Recently announced India-Bahrain cross-border real-time payment — significant given large Indian diaspora in Bahrain.
Salary disbursement (small) [1]: For amounts within BHD 3,000/day limit.
Implementations & ecosystem
Operator: BENEFIT Company (Bahraini bank-consortium).
Regulator: CBB (mandates participation).
All Bahraini retail banks participate.
Consumer apps: benefitpay-qr (BENEFIT's wallet, ~80 % BH population) + bank apps.
Cross-border: India UPI (recently announced).
Fun facts
- Among the earliest national near-real-time rails in MENA: Fawri+ launched November 2015 — well ahead of MENA peers like cliq-qr Jordan (2020), aani UAE (2023). Bahrain pioneered.
- CBB-mandated participation: All Bahraini retail banks must accept inward Fawri+ payments — a regulatory mandate that ensured day-1 universal reach.
- 3× daily-limit increase (BHD 1,000 → BHD 3,000): Reflects user demand for higher-value real-time transactions.
- Substrate for BenefitPay: Fawri+ is the underlying rail beneath BenefitPay (~80 % Bahraini population penetration). Most Fawri+ transactions are initiated via BenefitPay rather than direct bank app.
- World Bank case study: Fawri+ was featured in a 2021 World Bank Fast Payment Systems case study series — recognising it as a reference architecture.
- India-Bahrain cross-border integration: The recently announced UPI ↔ Fawri+ cross-border integration is significant — connects two structurally different national rails (NPCI India proprietary vs BENEFIT bank-consortium).
- CBB's RTGS public-holiday extension: Recently extended RTGS settlement to public holidays — making the BHD-clearing infrastructure increasingly 24/7.
- MENA fintech reference: Bahrain's Fawri+ + benefitpay-qr combo is frequently cited as a regional reference for what national instant-payment + consumer-wallet integration can achieve.
Comparison

Closest peer: cliq-qr (JO) — both MENA near-real-time rails. Fawri+ is older (5 years) and has higher consumer-app penetration via BenefitPay.
Structural distinction: Fawri+'s 2015 launch + CBB-mandated universal participation makes it the most-mature MENA near-real-time payment rail.
