Overview
NBS IPS (National Bank of Serbia Instant Payments System) is Serbia's national instant-payment system, launched 22 October 2018 by the National Bank of Serbia (NBS) — the first instant-payments system in the Balkan region [1, 2, [rs-cro]]. NBS IPS uses standardised NBS IPS QR codes for utility-bill payments and physical/online point-of-sale purchases. Average execution time is just one second; per-payment limit is RSD 300,000 (~US $2,750). The system was a landmark European-CEE central-bank-operated instant-payment-rail launch, predating most regional peers (blink BG 2021, etc.).
The structural distinction: First Balkan-region instant-payment system + central-bank-operated rather than bank-consortium-coordinated + integrated QR-payment standard from launch. February 2020 marked another milestone: first instant payment at a physical point-of-sale at Mercator S retail store — extending NBS IPS from utility-bill payments into in-store retail. NBS also operates DinaCard — Serbia's national card scheme, with 35 member banks, 1.4 million issued cards, 15,000+ points of sale, 450 ATMs. DinaCard + NBS IPS QR together form Serbia's complete coordinated domestic-payment fabric.
