Overview

The UPI-TIPS Linkage is an in-progress cross-border interlinking of India's Unified Payments Interface (UPI) with the Eurosystem's TARGET Instant Payment Settlement (TIPS) platform, the euro-area real-time settlement service operated by the European Central Bank (ECB) [1]. History

The effort began with an exploratory phase initiated in October 2024 [3]. On 20 November 2025 the ECB Governing Council decided to move from exploration to the realisation phase for interlinking TIPS with UPI, while in parallel completing the required legal arrangements and technical implementation [1]. The following day, 21 November 2025, the RBI issued a press release confirming that India had entered the realisation phase of the UPI–TIPS interlinking initiative [2]. The RBI noted that it and NIPL would continue to collaborate closely with the ECB to establish the legal, operational, and technical arrangements — including system linkages, settlement mechanisms, and risk-management frameworks — needed for instant payment flows between India and euro-area jurisdictions [2]. The ECB framed the move as part of a broader connection effort that also advances the parallel Nexus Global Payments scheme [1].

Technical specification

Linkage model. The arrangement connects two domestic instant-payment rails — UPI in India and TIPS in the euro area — to enable instant cross-border remittances [1][2]. The Eurosystem is to "start the realisation phase for interlinking TIPS with UPI while in parallel completing the legal arrangements and technical implementation" [1].

Settlement. TIPS is the euro area's instant settlement platform; the linkage requires building settlement mechanisms and risk-management frameworks to support instant payment flows between the two jurisdictions [1][2]. Use cases

Unlike the live, bilateral UPI-PayNow (India–Singapore) account-to-account linkage that serves as India's template, UPI-TIPS connects UPI to a central-bank-operated multi-country settlement platform spanning the entire euro area rather than a single national system [1].
