Overview

PayNow is Singapore's national P2P instant-payment service, launched 10 July 2017 by the Association of Banks in Singapore (ABS) [1, 2, [sg-cro]]. PayNow was the foundational standalone rail that sgqr (2018) and sgqr-plus (2022) were later built on top of — making PayNow the underlying instant-payment substrate beneath Singapore's unified-QR architecture. PayNow enables free, 24/7/365 Singapore-dollar transfers using mobile number, NRIC/FIN, or UEN (Unique Entity Number) as a proxy for bank account number — eliminating the need to share bank details for everyday transfers.

PayNow runs on Singapore's FAST (Fast And Secure Transfers) instant rail and was launched with 7 banks participating from day 1: Citibank, DBS/POSB, HSBC, Maybank, OCBC, Standard Chartered, and UOB — covering essentially the full Singaporean banking system from the moment of launch [1, 2]. PayNow's cross-border connectivity is among the most ambitious globally: live link with India's upi-qr since 2023 enables real-time cross-border transfers between two of Asia's most-used payment rails — a direct policy-level precursor to the BIS's "promptpay-qr-PayNow" multi-country linkage models SG.

History

Background — Singapore's pre-PayNow payment infrastructure SG:

  • FAST (Fast And Secure Transfers) — launched 2014 by ABS; Singapore's instant inter-bank rail.
  • Pre-FAST: bank-to-bank transfers required full account numbers, took business days.
  • DBS PayLah! (2014) — DBS's wallet, popular but locked to DBS customers.
  • The strategic question by 2016: how to unify the bank ecosystem with a phone-number-addressable layer.

10 July 2017 — PayNow launches [1, 2]:

  • ABS announces PayNow live at 8:00 am on 10 July 2017.
  • 7 participating banks at launch: Citibank, DBS/POSB, HSBC, Maybank, OCBC, Standard Chartered, UOB.
  • Identifiers: mobile number or NRIC/FIN linked to bank account.

2018 — Corporate identifiers (UEN) SG:

  • PayNow extended to businesses via Unique Entity Number (UEN) as identifier.

2018 — sgqr launches atop PayNow SG:

  • September 2018 — Singapore launches sgqr (the world's first unified payment QR code).
  • sgqr sits as a single QR label that any participating payment scheme — including PayNow — can be accepted from.
  • This made PayNow QR a subset of sgqr's unified acceptance — but PayNow continued to operate as the underlying P2P + P2M rail.

Cross-border milestones SG:

Proxy directory SG:

  • ABS operates the central PayNow proxy directory — maps proxy IDs (phone/NRIC/UEN) to bank account numbers.
  • Users register their phone or NRIC to one specific bank account.
  • The sender queries the directory at transaction time → fetches the recipient's bank + account → initiates FAST transfer.

QR-payment overlay SG:

  • PayNow QR encodes the recipient's proxy identifier (typically UEN for merchants).
  • Scanner's PayNow-enabled bank app parses the QR → initiates a PayNow transfer.

sgqr integration SG: Most consumer-facing PayNow QR experiences run through sgqr — single QR label, multiple acceptance rails behind it (PayNow + NETS + GrabPay + others).

Government disbursements SG: COVID-era stimulus payments (e.g., SG Bonus, Solidarity Payment) were distributed via PayNow — government identifies recipient by NRIC, pushes funds to their PayNow-registered bank account. Reached citizens within hours of policy announcement.

  • World's first standalone phone-number-addressed national P2P rail with universal bank coverage: PayNow launched in 2017 with 7 banks covering essentially Singapore's full retail-banking market — a structurally cleaner debut than peers that launched with only 2-3 banks and expanded incrementally.
