Overview

Note on classification. This entry was originally bucketed as a QR standard, but E Dinar is not a QR-symbol standard. It is reclassified as Card — a tunisian prepaid card scheme (1m+ cardholders). The wiki shows no playground because there is no QR payload to encode; the slug is retained to avoid breaking incoming links.

e-Dinar is Tunisia's longest-running digital-wallet service, operated by La Poste Tunisienne (Tunisian Post) since 2000 as part of the government's e-Tijara initiative [3, 4, [tn-cro]]. e-Dinar predates virtually all peer digital wallets globally — making it one of the world's earliest formal-government-launched digital-payment products. By 2010, e-Dinar had 710,000 cardholders, processed 4.5 million withdrawal/payment transactions, and served 257 affiliated businesses. The structural evolution: 15 July 2025, La Poste Tunisienne launched a new e-Dinar Wallet as a free digital wallet for all citizens — extending the e-Dinar brand into the modern mobile-wallet era. The new Wallet e-Dinar is valid for 10 years, available at all post offices nationwide, and integrates with d17-qr mobile application.

The structural significance: e-Dinar's 2000 launch makes it older than venmo-qr (2009), m-pesa-ke (2007), alipay-qr (2008), and most peer mobile-money platforms — pioneering the digital-wallet concept years before mainstream global adoption. La Poste Tunisienne's role as postal-bank operator parallels Italy's Poste Italiane, France's La Banque Postale, and Japan's Japan Post — postal-banking institutions serving mass-market financial inclusion. The Wallet e-Dinar supports money transfers via D17 mobile app, instant and regular transfers, bill payment (electricity STEG, water SONEDE, internet, mobile operators), withdrawal at postal ATMs without card, and payments to affiliated merchants + administrative services.
