Note on classification. This entry is reclassified as
National switch— gh-link is not a QR-symbol standard but the underlying GhIPSS-operated national interbank switch + domestic card scheme. It connects every Ghanaian bank's ATMs and POS terminals into one network and issues the domestic "gh-link card" debit product. The QR layer that rides on top of gh-link for merchant payments is ghqr, which has its own playground. This entry exists to give the 5+ inbound[gh-link](/docs/standards/gh-link)wikilinks something concrete to resolve to.
gh-link is Ghana's national interbank switching and domestic card scheme, operated by GhIPSS (Ghana Interbank Payment and Settlement Systems Limited) — a wholly-owned subsidiary of the Bank of Ghana (BoG) [1, 2, 3, gh-cro]. The gh-link National Switch was launched on 21 November 2012 with the broad mandate of enabling Ghanaian financial institutions to "talk to each other" by connecting them to a central interbank routing system, removing the historical pain point where a bank-issued card couldn't be used at a rival bank's ATM or POS terminal [2, 3].
Pre-2012 Ghana was structurally similar to many emerging-market card landscapes: each bank ran a closed-loop ATM network where its own cards worked and nobody else's did. gh-link consolidated this fragmentation into a single national rail. The platform now hosts the gh-link card (a domestic-only debit card accepted across every participating Ghanaian bank's ATM/POS network), ghqr (Ghana's national QR payment overlay launched 2020), GhIPSS Instant Pay (GIP) (real-time interbank credit transfers), and Proxy Pay (phone-number-addressed instant transfers).
History
Background — Ghanaian payment landscape before 2012 [gh-cro, 4]:
- Bank of Ghana (BoG) — central bank.
- Multiple commercial banks, each running its own closed-loop card and ATM network.
- A bank A cardholder could not use a bank B ATM — limiting cardholder convenience and stranding ATM capital utilisation across the industry.
- Mobile money via MTN MoMo (launched 2009) and Vodafone Cash was starting to fill the gap for the unbanked but card-side interoperability remained absent.
2007 — GhIPSS established [3, 4]: The Bank of Ghana created GhIPSS as a wholly-owned subsidiary to "modernise electronic payments in Ghana", with a mandate to build national-scale electronic payment infrastructure including interbank switching, the national card scheme, ACH services, and instant credit transfers.
21 November 2012 — gh-link National Switch launches [1, 4]: GhIPSS goes live with the gh-link platform, connecting all participating banks into a single switch. Immediate effect: a gh-link card from any participating bank works on any other participating bank's ATM. The gh-link debit card becomes Ghana's first domestic-only card scheme (distinct from the international Visa / Mastercard schemes that Ghanaian banks also issue).
Subsequent service additions [1, 4]:
- 3D Secure authentication for e-commerce card-not-present transactions on gh-link cards.
- GhIPSS Instant Pay (GIP) — real-time interbank credit transfers (Ghana's instant-payment rail, structurally similar to UK Faster Payments, fast Singapore, pix Brazil).
- Proxy Pay — phone-number-addressed instant transfers, the Ghanaian equivalent of upi-qr handles, PayNow proxies (see sgqr), payid Australia.
- Payment gateway services — GhIPSS hosts payment-processing infrastructure for third-party fintechs.
- Hosting services — multiple institutions can run on shared GhIPSS infrastructure rather than building their own.
2020 — ghqr launches [4, gh-cro]: GhIPSS introduces GhQR, Ghana's national universal QR-payment standard, riding on top of the gh-link + GIP rails. By 2024 GhQR has 48,000+ accepting outlets. The QR layer extends gh-link's interoperability promise from card-and-ATM to QR-and-merchant — the same "one rail, every bank" principle applied to mobile-payment QR codes.
- gh-link + GhIPSS infrastructure underpins Ghana's GHC 3+ trillion annual mobile-money / interbank-payment volume (2024).
- Mobile money dominance: MTN MoMo remains Ghana's largest digital-payment platform by user count; gh-link primarily serves the bank-card + ATM + POS + e-commerce + instant-credit-transfer use cases.
Technical specification
gh-link is the switching layer — not a wire format. It defines protocols for ATM/POS card transactions, GIP messaging, Proxy Pay routing, and GhQR routing, but it doesn't define a QR symbol payload itself (that's ghqr) [1, 4]:

Use cases
gh-link's switching infrastructure supports several distinct payment use cases [1, 4, gh-cro]:
- ATM cash withdrawal across banks — original launch use case. A customer with a gh-link card from Bank A can withdraw cash from Bank B's ATM seamlessly.
- POS in-store purchases — gh-link cards accepted at any participating merchant's terminal regardless of which bank issued the card or which bank acquires the terminal.
- E-commerce checkout — gh-link card-not-present transactions authenticated via 3D Secure.
- Instant interbank credit transfer (GIP) — real-time push payment from account A at bank X to account B at bank Y, no T+1 ACH delay.
- Phone-number-addressed transfer (Proxy Pay) — send money to a Ghanaian phone number; the registry routes to the linked account.
- QR merchant payments (GhQR) — printed sticker or dynamic-terminal QR at the merchant; consumer scans with any participating bank's app.
Implementations & ecosystem
Operator: GhIPSS (Ghana Interbank Payment and Settlement Systems Limited), wholly owned by Bank of Ghana.
Participating banks: Effectively every commercial bank operating in Ghana — Ecobank Ghana, Ghana Commercial Bank, Standard Chartered Bank Ghana, Stanbic Bank Ghana, Zenith Bank Ghana, Fidelity Bank Ghana, Absa Bank Ghana, and the smaller indigenous commercial banks (Universal Merchant Bank, ADB Bank, NIB, etc.). Mobile money operators (MTN, Vodafone, AirtelTigo Money) connect to GhIPSS rails for bank-to-wallet transfers.
Fintech / PSP integration: GhIPSS's hosting services + payment-gateway products let third-party fintechs (Hubtel, Paystack Ghana, Korba, others) plug into gh-link's switch without building their own bank-grade infrastructure.
International network alignment: gh-link is the domestic card scheme. International card issuance and acceptance in Ghana flows through Visa, Mastercard, and UnionPay as usual; gh-link is a complementary domestic alternative, not a replacement.
No open-source library ecosystem for gh-link directly — like most national-switch infrastructure, integration is via GhIPSS-mediated SDKs and commercial contracts.
Comparison
vs. upi-qr (India NPCI) — Closest peer in structural ambition. Both are central-bank-subsidiary-operated national switches (NPCI under RBI; GhIPSS under BoG), both run instant-payment rails (UPI; GIP), both run proxy addressing (UPI handles; Proxy Pay), both run QR overlays (UPI QR; GhQR), both run domestic card schemes (RuPay; gh-link Card). UPI is enormously larger by volume (185B+ transactions/year vs Ghana's much smaller economy) but the structural blueprint is the same.
vs. mada (Saudi Arabia) — Saudi Payments + SAMA equivalent. mada is also a domestic card scheme + switch + QR system under central-bank stewardship. The mada wire format is gated behind a partner agreement; gh-link is similarly partner-restricted but GhIPSS is more open about the high-level architecture (Wikipedia article, GhIPSS public marketing site, academic case studies).
vs. bankaxept (Norway) / dankort (Denmark) — Both are domestic-only national card schemes that coexist with Visa/Mastercard. gh-link is the Ghanaian equivalent in design intent. The Nordic schemes are mature (40+ years of operation); gh-link launched 2012 and is still consolidating market share against international schemes.
vs. zimswitch (Zimbabwe) / nfs (Zambia) / national-switch (Comoros) — All sub-Saharan African national switches with similar architectures. Each operates an interbank switch + card scheme + (increasingly) QR overlay for its respective country.
vs. ghqr — Complementary, not competing. gh-link is the switching layer; GhQR is the merchant-QR-payment product that rides on top. A customer scanning a GhQR symbol triggers a gh-link / GIP routing transaction underneath. Both are GhIPSS products.
Fun facts
GhIPSS is structurally one of the rare central-bank-owned national-switch operators [3, 4] — most peer national switches are bank-owned consortia (Australia's AP+, Singapore's NETS, South Africa's BankservAfrica, etc.). The Bank of Ghana's wholly-owned subsidiary model gives GhIPSS unusual policy-execution speed (no consortium veto) at the cost of some industry-coordination overhead. The model is closer to India's NPCI (RBI-promoted) and Russia's NSPK (CBR-promoted) than to most other African national switches.
gh-link's 2012 launch predated mobile-money's dominance GH. When GhIPSS launched the switch in November 2012, MTN MoMo (launched 2009) was still a niche product. By 2024, mobile-money handles GHC 3+ trillion of Ghanaian payment volume — far outweighing the gh-link card scheme's share. gh-link's contemporary strategic role has shifted from "the future of Ghanaian retail payments" (2012 framing) to "the bank-side interoperability layer that mobile money plugs into" (2024 reality). This is a useful template for understanding similar central-bank-owned national switches in other African markets that launched before mobile money's dominance.
Pre-gh-link Ghana had no interbank card interoperability [2, 3] — every bank ran a closed-loop ATM network. The 2012 launch is structurally analogous to the US NYCE / Cirrus / PLUS ATM-network consolidations of the 1980s, which similarly broke down per-bank closed-loop ATM ownership in favour of universal cross-bank acceptance.
Status
Active, dominant in bank-card interoperability + interbank rails; complementary to mobile money [gh-cro, 4]:
- gh-link National Switch: live since 21 November 2012.
- gh-link Card: actively issued; coexists with Visa/Mastercard on Ghanaian bank cards.
- GIP (GhIPSS Instant Pay): live real-time rail.

The strategic question for the next 5 years is how GhIPSS positions gh-link Card and gh-link-routed POS against the mobile-money-dominant retail landscape. The likely answer is continued specialisation: gh-link for cards + ATM + POS + bank-to-bank instant transfer; mobile money for peer-to-peer and merchant payments at the high-frequency low-value end. GhQR is the bridge product between the two worlds.
