MZ Interoperability
Overview
Note on classification. This entry was originally bucketed as a QR standard, but mz interoperability is not a QR-symbol standard — it is a wallet-interoperability framework. Reclassified as
Cross-platform. The wiki shows no playground because there is no QR payload to encode; the slug is retained to avoid breaking incoming links.
Mozambique Mobile Money Interoperability is the Bank of Mozambique (BM)-coordinated cross-MMO interoperability framework launched 11 July 2022, interconnecting the country's three major mobile-money platforms — M-Pesa (Vodacom), mKesh (mCel/Carteira Móvel), and e-mola-qr (Movitel) — via the SIMO (Sociedade Interbancária de Moçambique) network [1, 2, [mz-cro]]. This was one of Africa's most-comprehensive cross-MMO interop achievements by 2022 — predating peer-region similar initiatives.
The structural significance: Mozambique's pre-2022 mobile-money ecosystem was three competing closed-loop platforms with limited interoperability. The 2022 SIMO-coordinated interop allowed customers of M-Pesa to transfer to mKesh users + e-Mola users, and vice versa — instantly + securely. This fulfilled one of the main goals of the National Strategy for Financial Inclusion 2016-2022. By recent reporting, mobile money exceeds 12 million active accounts across the three platforms in Mozambique's ~32M population — substantial penetration driven in part by the interoperability achievement that eliminated platform-lock-in friction.
History
Background — Mozambican mobile-money landscape pre-2022 MZ:
- M-Pesa (Vodacom) — launched 2013, largest.
- mKesh (mCel/Carteira Móvel) — launched 2011, state-owned MNO.
- e-mola-qr (Movitel/Viettel) — launched 2017, fastest-growing in 2024.
- Three closed-loop platforms, limited cross-platform transfers.
National Strategy for Financial Inclusion 2016-2022 [2]:
- Goal: comprehensive financial-services access for Mozambicans.
- Cross-MMO interop identified as critical.
11 July 2022 — Mobile-Money Interoperability launches [2]:
- Bank of Mozambique announces interconnection of M-Pesa, mKesh, and e-Mola.
- Via SIMO network (Sociedade Interbancária de Moçambique).
- Agreement signed by the three operators.
- Customers can transfer + receive across platforms securely.
Subsequent growth MZ:
- 12M+ combined mobile-money accounts.
- e-mola-qr's +169 % H1 2024 growth partly driven by interop expansion.
SIMOrede MZ:
- SIMO operates SIMOrede ATM/bank-card network alongside mobile-money interop.
- Comprehensive Mozambican payment-infrastructure.
Technical specification
Mozambique Mobile Money Interoperability is BM-coordinated SIMO-network-routed cross-MMO interop [1, 2]:
| Layer | Description |
|---|---|
| Coordinator | Banco de Moçambique (BM) |
| Routing operator | SIMO (Sociedade Interbancária de Moçambique) |
| Launch | 11 July 2022 |
| Interconnected MMOs | M-Pesa (Vodacom), mKesh (mCel), e-mola-qr (Movitel) |
| Currency | MZN (Mozambican metical) |
| Sister system | SIMOrede (interbank ATM/card network) |
| Strategy origin | National Strategy for Financial Inclusion 2016-2022 |
Interop flow [2]:
- Sender on M-Pesa initiates transfer to mKesh or e-Mola user.
- SIMO network routes cross-MMO.
- Recipient receives in their MMO wallet.
- Same applies in reverse directions.
Use cases
Cross-MMO transfers [2]: M-Pesa ↔ mKesh ↔ e-Mola.
Reducing platform lock-in [2]: Customers no longer constrained to same-MMO-only transfers.
Financial inclusion [2]: Broader effective network coverage benefits all Mozambicans.
Cross-bank-MMO bridge potential MZ: SIMO network can extend to bank-MMO interop.
Implementations & ecosystem
Coordinator: Banco de Moçambique (BM).
Network operator: SIMO.
Interconnected MMOs:
- M-Pesa Mozambique (Vodacom Mozambique).
- mKesh (mCel / Carteira Móvel).
- e-mola-qr (Movitel / Viettel).
Sister system: SIMOrede (ATM/bank-card network).
Fun facts
- First African comprehensive 3-MMO interop: Mozambique 2022 achievement preceded many African peers in comprehensive cross-MMO mobile-money interop.
- State-owned + private + Vietnamese-owned MMO mix: mCel (state) + Vodacom (Vodafone South African) + Movitel (Viettel Vietnamese) — diverse ownership pattern requiring central-bank coordination.
- National Strategy for Financial Inclusion 2016-2022 goal fulfillment: 6-year strategy concluded with this interop milestone.
- e-Mola's +169 % H1 2024 growth: Partly enabled by interoperability eliminating platform lock-in.
- 12M+ accounts in ~32M population: ~38 % population reach across combined MMOs.
- SIMO network underlying: Same network operating SIMOrede ATM-card system also routes mobile-money interop — infrastructure-reuse.
