Overview

TWQR is Taiwan's national interoperable QR-payment standard, introduced in October 2023 by FISC (Financial Information Service Co.) — Taiwan's central inter-bank payment switch [1, 2, [tw-cro]]. TWQR's purpose was to unify Taiwan's previously fragmented QR-payment landscape (JKOPay, iPASS Money, Line Pay, bank-specific QRs, Taiwan Pay, EasyCard) into a single acceptance framework — a Taiwan-flavoured version of the same consolidation logic that produced sgqr (Singapore 2018), duitnow-qr (Malaysia 2019), and promptpay-qr (Thailand 2017).

By late 2024, TWQR had processed NT$442 billion (~US $14B) in transactions in just the first 11 months — +20 % YoY — across 52 financial institutions and 570,000+ merchants [2, [tw-cro]]. TWQR has rapidly pivoted toward cross-border interoperability: integrations announced or live with BC Card (South Korea, January 2024), NETS (Singapore), and PayPay (Japan, end-April 2026) — making TWQR one of the most cross-border-active national QR standards globally, alongside upi-qr's cross-border push.

History

Background — Taiwan's fragmented QR market pre-2023 [1, [tw-cro]]:

  • JKOPay — leading independent mobile wallet (Jko International).
  • iPASS Money — extension of the iPASS transit card.
  • Line Pay — popular messaging-app payment overlay.
  • Taiwan Pay — government-backed wallet operated by FISC, used by all state-owned banks.
  • EasyCard — Taipei transit card with payment extension.
  • Each bank's proprietary QR — many banks had their own incompatible QR formats.
  • Consumers and merchants needed multiple apps and displayed multiple QRs — the canonical "QR fragmentation" problem.

FSC's 90 % mobile-payment-by-2025 target TW:

  • In 2017, Taiwan's Financial Supervisory Commission (FSC) set a goal of 90 % mobile-payment usage by 2025.
  • By 2023, 80 %+ usage had been achieved — but fragmentation was constraining further growth.
  • This pressure created the political conditions for TWQR's unification.

October 2023 — TWQR launches [1, 2]:

  • FISC introduces TWQR as the national interoperable QR-payment standard.
  • Designed to let existing providers (JKOPay, iPASS Money, etc.) continue operating their wallets while integrating into a single merchant-acceptance network.
  • This "unify acceptance, preserve issuer choice" model is the canonical sgqr / duitnow-qr pattern.

2024 cross-border push [2, 3, [tw-cro]]:

  • January 2024 — TWQR launches in South Korea via BC Card; Taiwanese tourists can pay at ~35,000 merchants in Korea.
  • 2024 — TWQR-NETS integration announced with Singapore; Singaporean tourists can pay at Taiwanese TWQR merchants and vice versa.
  • April 2026 — TWQR-PayPay integration to launch (HIVEX Network + E.SUN Bank facilitate); Japan's PayPay users (70M+) can pay at TWQR merchants in Taiwan in both Merchant-Presented Mode and Consumer-Presented Mode.

iPASS TWQR Travel Code (March 2025) TW:

  • TWQR extended to public transit (Kaohsiung Metro, Light Rail, Taichung Metro, New Taipei Metro, buses, ferries).
  • Launched March 2025 with 9 financial-institution partners.
  • Incentive: 100 % fare rebate for TWQR users on transit (April 2024 – December 2025).

FSC's 2026 target: 8 billion non-cash transactions by 2026 — TWQR is a critical lever.

Technical specification

TWQR is designed as a unified merchant-acceptance overlay atop diverse wallet issuers [1, 2]:

Layer Description
Operator FISC (Financial Information Service Co.)
Regulator FSC (Financial Supervisory Commission)
Settlement bank (cross-border) E.SUN Commercial Bank (HIVEX Network framework)
Currency TWD (New Taiwan dollar)
Wallet-issuer participants JKOPay, iPASS Money, Line Pay, Taiwan Pay, bank-issued wallets
Cross-border partners BC Card (KR), NETS (SG), PayPay (JP — April 2026)

QR-mode support [2]:

  • MPM (Merchant-Presented Mode) — merchant displays static or dynamic QR; customer scans.
  • CPM (Consumer-Presented Mode) — customer displays personal QR; merchant scans (in cross-border integrations like PayPay).

Cross-border architecture (HIVEX Network) [2]:

  • HIVEX Network provides the technical-integration layer that makes foreign-issuer wallets interoperable with TWQR's merchant-side acceptance.
  • E.SUN Bank acts as the settlement layer for compliance and cross-currency conversion.
  • This issuer-and-acceptance-decoupling is the architecture that enables, e.g., PayPay (JP issuer) → TWQR (TW acceptance) interoperability without each wallet integrating bilaterally with each market.

EMVCo alignment: Public sources do not explicitly state TWQR is EMVCo MPM/CPM compliant, though the use of MPM/CPM terminology and the cross-border interoperability with EMVCo-aligned partners (NETS, BC Card) strongly suggest EMVCo conformance. This is a documented inference, not a direct claim from CBC/FISC sources.

Use cases

Domestic in-store payment [2, [tw-cro]]: 570,000+ Taiwanese merchants accept TWQR — convenience stores, restaurants, retail. Customer opens any participating wallet, scans merchant's TWQR.

P2P transfers TW: TWQR enables peer-to-peer fund transfers via wallet apps.

Government services TW: Taxes, fees, utility bills payable via TWQR — Taiwan-Pay-issued government wallets are TWQR-compatible.

Cross-border (inbound tourism) [2, 3]: Foreign tourists with BC Card (KR), NETS (SG), or PayPay (JP, from April 2026) can pay at Taiwanese TWQR merchants without exchanging cash or holding TWD cards.

Cross-border (outbound — Taiwanese tourists abroad) [3]: Taiwanese TWQR users can pay at 35,000 Korean merchants via BC Card integration.

Public transit (March 2025+) TW: Kaohsiung Metro, multiple metros, buses, ferries — incentivised with 100 % fare rebate through Dec 2025.

Implementations & ecosystem

Participating financial institutions (52) [2, [tw-cro]]:

  • State-owned banks: Bank of Taiwan, Land Bank, Taiwan Cooperative Bank, First Bank — all on Taiwan Pay (FISC's wallet).
  • Private banks: CTBC Bank (with CTBC Pay), E.Sun Commercial Bank, Cathay United Bank.
  • Plus 40+ additional Taiwanese banks.

Wallet providers [2]: JKOPay, iPASS Money, Line Pay, Taiwan Pay, plus bank-issued wallets.

Merchant acquirers: Various Taiwanese acquirers; E.SUN serves as cross-border settlement hub.

Cross-border issuer partners:

  • BC Card (South Korea) — 35,000 merchants accept TWQR.
  • NETS (Singapore) — bidirectional acceptance.
  • PayPay (Japan, end-April 2026) — 70M+ Japanese users.

HIVEX Network — technical-integration layer for cross-border interoperability.

Fun facts

  • 3 cross-border integrations in 18 months: TWQR's cross-border push (BC Card Jan 2024, NETS 2024, PayPay April 2026) is faster than upi-qr's international rollout in equivalent post-launch period — partly because Taiwan's tourism inbound flow (JP, KR, SG visitors) creates immediate commercial pressure for cross-border QR acceptance.
  • 100 % fare rebate on transit: To drive TWQR adoption on public transit, the government rebated 100 % of fares paid via TWQR from April 2024 through December 2025 — among the most generous adoption-incentive programs for a payment standard globally.
  • FSC's "90 % mobile payment by 2025" target: Set in 2017, 80 %+ achieved by 2023 — Taiwan is arguably the world's most mobile-payment-saturated developed economy.
  • HIVEX Network as cross-border layer: The decoupling of issuer (foreign wallet) from acceptance (TWQR merchants) via a third-party technical layer is a structurally interesting cross-border model — different from upi-qr's direct bilateral integrations.
  • E.SUN as settlement hub: E.SUN Commercial Bank operates the cross-border settlement framework for TWQR — making it Taiwan's de facto cross-border payment-settlement bank for QR interoperability.
  • JPQR-TWQR parallel evolution: Japan's jpqr and Taiwan's TWQR both launched in 2019/2023 with explicit fragmentation-consolidation goals; both ended up with cross-border partnerships (jpqr with multiple Asian rails, TWQR with KR/SG/JP).
  • The PayPay integration is structurally noteworthy: It is PayPay (a JP wallet) integrating with TWQR (a TW merchant network), not the other way around — meaning Japanese tourists drove the demand, not Taiwanese consumers using PayPay in Japan.

Closest peer: sgqr — both are pure fragmentation-consolidation overlays designed to unify multiple wallets into a single merchant-acceptance framework. sgqr is 5 years older and proven; TWQR follows the same playbook.

Structural distinction: TWQR's HIVEX Network cross-border layer is a more sophisticated technical architecture than sgqr's direct bilateral integrations — likely because TWQR launched after the cross-border interop wave had already started and could design for it from day 1.

Status

Active, scaling rapidly [2, [tw-cro]]:

  • NT$442B (~US $14B) in the first 11 months of 2024.
  • +20 % YoY growth.
  • 52 financial institutions + 570,000+ merchants.
  • Cross-border live: BC Card (KR) since Jan 2024, NETS (SG).
  • PayPay (JP) integration: end-April 2026 (imminent).
  • Transit incentive: 100 % fare rebate through Dec 2025.
  • FSC 2026 target: 8 billion non-cash transactions — TWQR is a key lever.

Outlook: Continued cross-border partnership expansion (Hong Kong, Vietnam, Indonesia likely targets), merchant-coverage growth toward saturation, and probable integration with PayPay-equivalent partner wallets across Southeast Asia.
