SARIE
Overview
SARIE (Saudi Arabian Riyal Interbank Express) is Saudi Arabia's national interbank funds-transfer infrastructure operated by the Saudi Central Bank (SAMA). The name now covers two distinct layers: the original SARIE real-time gross settlement (RTGS) system for high-value, central-bank-money settlement, and the lowercase "sarie" Instant Payment System (IPS) launched in 2021, which delivers 24/7 real-time low-value credit transfers to consumers and businesses. Both are built on the ISO 20022 messaging standard [2]2 [4]4.
History
The original SARIE RTGS has been operated by SAMA since 1997, serving as the high-value real-time gross settlement backbone that settles interbank obligations in central-bank money with immediate finality [2]2. ISO 20022 messaging was later adopted as part of SAMA's modernisation programme [2]2.
The "sarie" Instant Payment System went live on 20 February 2021, built in cooperation with IBM and Mastercard on Mastercard's Vocalink platform — the same technology underpinning the UK's Faster Payments [2]2 [6]6. Operational management is handled by Saudi Payments, a SAMA subsidiary that acts as the national payment-systems operator [5]5. The launch is part of Saudi Arabia's digital-payments transformation under Vision 2030 [5]5.
Technical specification
- National instant payments. sarie processes immediate fund transfers between all local bank accounts, available 24/7/365, supporting P2P, P2B and B2B credit transfers [2]2 [5]5.
- ISO 20022. The system was developed according to the ISO 20022 messaging standard [5]5.
- Proxy / alias addressing. Payments can be initiated using a mobile number, national ID, or email in place of an IBAN [2]2.
- Confirmation of payee. Account verification is performed before fund transfer, equivalent to a Confirmation-of-Payee check [2]2.
- Transfer limits. The maximum per transfer is SAR 20,000 (≈ US$5,300); transfers up to SAR 2,500 (≈ US$660) can be made without prior recipient registration [2]2. For small amounts (up to SAR 500), the fee is capped at half a riyal [6]6.
Use cases
- Real-time peer-to-peer transfers using a mobile number or national ID rather than IBAN [2]2.
- Low-cost everyday consumer payments (sub-SAR-500 transfers for a maximum half-riyal fee) [6]6.
- Business and B2B credit transfers requiring immediate availability of funds [5]5.
Implementations
- All locally licensed banks participate, with full implementation of the instant service achieved by year-end 2021 [2]2.
- The RTGS SARIE layer serves as the settlement backbone for the country's other payment systems (mada cards, SADAD bill payment) [2]2.
Comparison
Within Saudi Arabia's payment stack, SARIE (RTGS, high-value, batch/windowed settlement) and sarie (IPS, low-value, 24/7 instant) are complementary layers, with the RTGS settling the obligations generated by the instant and card systems [2]2. Regionally, sarie sits alongside other Gulf instant-payment systems built on similar 24/7 ISO 20022 rails — e.g. the UAE's Aani and Bahrain's instant payment services — and is notable for adopting Mastercard Vocalink, the same engine as the UK Faster Payments scheme [6]6 [2]2. Compared with QR-centric national schemes elsewhere, sarie is fundamentally an account-to-account, alias-addressed credit-transfer rail rather than a merchant-QR standard [2]2.
Fun facts
- The capitalisation distinguishes the two systems: SARIE = the 1997 RTGS; sarie (lowercase) = the 2021 instant-payment service [2]2.
- sarie runs on Mastercard Vocalink — the same platform that powers the UK's Faster Payments — adapted for the Saudi market [6]6.
Status
Live. The sarie Instant Payment System processed almost 600 million instant payment transactions in 2024 (reported as ~593 million, a ~50% CAGR over its first three years), reflecting rapid adoption since the 2021 launch [4]4. (For reference, a separate source cited ~430 million transactions in 2023 [6]6.) All locally licensed banks participate and the service remains the Kingdom's primary 24/7 retail instant-transfer rail [2]2 [4]4.
