Overview
MIA Instant Payments (Moldovan: MIA Plăți Instant) is Moldova's national instant-payment system with a QR-payment overlay [1, 2, [md-cro]]. Operated directly by the National Bank of Moldova (BNM) — a noteworthy structural choice; most national instant-payment rails are operated by either a bank-owned ACH or a central-bank-owned subsidiary, but BNM operates MIA directly as an in-house product [2, 3]. MIA launched 12 March 2024 as a P2P transfer service and added QR merchant payments, B2B, and Payments-to-Government (P2G) through 2024–2026.
By March 2026 (two-year anniversary), MIA reported over 900,000 users — approximately every adult Moldovan with a bank account — 3,300+ connected merchants, and 13.2 billion MDL processed in 2025 alone (~US $700M) across ~15 million payments [3]. The system was developed under the USAID MISRA project, making it one of the most prominent USAID-funded payment-infrastructure deliverables [4, [md-cro]]. SEPA integration completed 6 October 2025, positioning MIA as a cross-border-ready rail for the Moldova-EU economic corridor.
History
Background — Moldovan banking pre-2024 MD:
- After the 2014 banking fraud ("the theft of the century" — $1 B disappeared from three banks, 12 % of Moldovan GDP), the sector was restructured under EBRD oversight.
- EBRD now controls 51.47 % of the banking market through stakes in maib (Moldova-Agroindbank, largest) and Victoriabank (acquired by Banca Transilvania of Romania).
- This consolidated, foreign-supervised banking sector created the political conditions for NBM-led modernisation.
USAID MISRA project (Moldova Institutional and Structural Reforms Activity) [4, [md-cro]]:

- 2 March 2026 — full B2B (instant transfers between legal entities) at 0.7 % commission with a 40 MDL per-transaction cap.
Two-year anniversary recognition [3]:
- MIA received a Silver Award at the Romanian PR Award 2025 and the Award of Excellence for Innovation of the Year 2024 — unusual international recognition for a small-country payment system.
- BNM characterises MIA as "a regional success story" — and the per-capita adoption numbers support it (Moldova population ~2.4M, 900K MIA users = ~38 % of the entire population, ~50 % of adults).

This three-mode taxonomy mirrors the standard EMVCo MPM (merchant-presented mode) + CPM (consumer-presented mode) pattern but is described in BNM's own terminology rather than as an EMVCo-conformant specification. Public sources do not confirm whether MIA QR uses EMVCo QR Code Specification for Payment Systems or a proprietary format — this is the largest technical-spec gap in publicly available MIA documentation.

Use cases
Mass-market P2P [1, 3]: With 900K users (~half of Moldovan adults), MIA is the default everyday-payment method. Splitting restaurant bills, paying friends, sending money to family — all done by phone number.
Small-merchant QR [3]: 3,300 merchants accept MIA QR — cafes, small shops, taxi drivers. The static-QR option (printed sticker) is the lowest-friction merchant onboarding.
P2G payments (taxes, fees, fines) [3]: Moldovan citizens can pay government invoices via MIA without going to a bank counter — a substantial UX improvement for a country with limited rural banking infrastructure.
B2B (since March 2026) [3]: Real-time business-to-business transfers replace traditional bank-transfer workflows that previously took hours or days within the same bank, longer cross-bank.
