Overview

GovPay is Sri Lanka's unified government digital payment platform, a centralised "Citizen's One-Stop Shop" through which individuals and businesses pay for government services online — taxes, fines, utility bills, educational fees and other charges — instead of using cash and handwritten receipts at government offices [1]1 [2]2. It is operated by LankaPay (the national payment network, under the purview of the Central Bank of Sri Lanka) in partnership with the Information and Communication Technology Agency (ICTA / GovTech) and the Ministry of Digital Economy [2]2 [3]3.

History

GovPay grew out of a 2023 budget commitment to mandate the transition of all government payments and collections to electronic platforms [2]2. It was officially launched on 7 February 2025 under the patronage of President Anura Kumara Dissanayake [3]3. The rollout was phased: an initial 16 government institutions at launch, with a further ~30 institutions joining across two subsequent phases targeting full implementation by April 2025 [3]3. A milestone integration, the Online Traffic Fine Payment System, went live through GovPay on 10 April 2025 [3]3.

Technical specification

Comparison
