JPQR
Overview
JPQR is Japan's unified national QR code payment standard, launched in 2019 and operated by the Payments Japan Association under METI (Ministry of Economy, Trade and Industry) sponsorship [1, 2, jp-cro]. It uses an EMVCo-aligned TLV (Type-Length-Value) data format that allows one printed QR sticker to accept multiple Japanese payment apps (PayPay, Rakuten Pay, d払い, au PAY, etc.) [1, jp-cro]. JPQR exists in a country with a rich and unusual irony: Japan's Denso Wave (subsidiary of Toyota) invented the QR code in 1994, but Japan was a late adopter of QR-based payments — JPQR's 2019 unified standard is the catch-up effort [3, jp-cro].
By 2024 Japan had crossed its government 40% cashless target ahead of schedule, reaching 42.8 % cashless ratio, with QR codes representing 9.6 % of cashless value (¥13.5 trillion in 2024) JP. PayPay dominates QR app share at 51 % (70 M+ users) JP.
History
1994 — Denso Wave invents the QR code [3, jp-cro]: A subsidiary of Toyota, Denso Wave, develops the QR code to track automotive parts. The company opens the patents royalty-free — a deliberate decision that lets QR codes spread globally as open standard. This is the structural reason QR codes became ubiquitous worldwide rather than confined to Japan.
1994–2018 — Japan's QR-payment lag: Despite inventing the QR code, Japan was relatively slow to adopt QR-based mobile payments. The Japanese payment landscape was dominated by IC card-based contactless payments (Suica, PASMO, ICOCA, FeliCa-based) for transit and small retail — pre-existing infrastructure that filled the role QR payments filled in cash-heavy economies like China JP. By 2017, China was already deeply QR-payment-driven via Alipay and WeChat Pay; Japan still ran cash-and-Suica.
2018–2019 — METI cashless push and QR standardization:
- 2018 — METI announces the 40 % cashless ratio target by 2025, with cashless payment subsidies for SMEs and QR-payment infrastructure investment JP.
- 2019 — JPQR launched by the Payments Japan Association as a unified national QR standard. The standardisation explicitly addresses the pre-2019 fragmentation problem: merchants had been displaying 5+ separate QR stickers (one per payment app), creating clutter and consumer confusion [1, jp-cro].
- January 2024 — Cross-border QR live with South Korea (Naver Pay, Toss), Singapore (OCBC Digital, Changi Pay), Malaysia (MyPB), Macau (MPay) JP.
- 2024 — Japan crosses 40 % cashless ratio target ahead of 2025 deadline; reaches 42.8 % JP.
- 2025 — Line Pay completes merger into PayPay JP.
- August 2025 — QRIS Indonesia ↔ JPQR Global cross-border live — Japan extends ASEAN QR mesh participation ID.
- July 2025 — JPQR Global piloted at the Expo 2025 Osaka, Kansai, Japan with Cambodia as the first international cross-border partner at the Expo site [4].
Brand evolution: "JPQR" → "JPQR Global" — the Global suffix indicates the cross-border-capable variant; the domestic Japanese standard remains JPQR.

JPQR uses the EMVCo Merchant-Presented Mode (MPM) TLV format with Japan-specific adaptations [1, 5, jp-cro].

Multi-scheme architecture [1, jp-cro]:
- Each participating payment app (PayPay, Rakuten Pay, d払い, au PAY) has its own merchant-account-information template (
26–51) within a single JPQR payload. - The customer's app reads the templates and finds the one matching its scheme.
- Up to 24+ schemes can fit in one JPQR (sharing the byte budget of the QR symbol).

Use cases
JPQR is the unified QR for Japanese retail payments — combined with Japan's pre-existing IC card infrastructure (Suica, PASMO etc.) for the transit/small-purchase niche JP:
- Retail point of sale — convenience stores (7-Eleven, FamilyMart, Lawson), restaurants, shopping malls, drug stores. JPQR is the unified merchant-side QR; consumers use whatever app they prefer.
- Government cashless promotion — METI subsidised QR-acceptance terminals at SMEs and tourist-facing merchants.
- Cross-border tourism — JPQR Global accepts QR payments from Korean (Naver Pay, Toss), Singaporean (OCBC, Changi Pay), Malaysian (MyPB), Macau (MPay), Indonesian (QRIS via the August 2025 link), and increasingly Cambodian visitors.
- E-commerce — dynamic JPQR at online checkout.
- Government services and tax payments — increasing JPQR acceptance for municipal taxes and government fees.
- Festival and event vendors — JPQR's printable-sticker advantage works at temporary stalls.

Comparison
vs. sgqr (Singapore) — Both are EMVCo MPM unified national QRs that allow many schemes in one merchant payload. SGQR launched 2018; JPQR launched 2019. SGQR has slightly more international card-network scheme participation; JPQR is more domestic-Japanese-payment-app focused. Both are reference implementations of the "many-schemes-in-one-QR" pattern that the EMVCo MPM specification (July 2017) enables [sg-cro, jp-cro].
vs. duitnow-qr (Malaysia), promptpay-qr (Thailand), qris (Indonesia) — Same EMVCo MPM technical family. JPQR is the Japanese member of the ASEAN+ cross-border QR mesh, with bilateral links to several of these standards JP.
vs. alipay-qr / wechat-pay-qr (China) — Different lineage entirely. Alipay and WeChat Pay are proprietary platforms with QR codes as their wire format; JPQR is an open EMVCo-MPM standard with multiple scheme participants. The PayPay / Rakuten / d払い / au PAY structural multiplicity in Japan is the opposite of China's Alipay/WeChat duopoly — JPQR's multi-scheme architecture is the standardisation layer that makes Japan's plural ecosystem workable [cn-cro, jp-cro].
vs. Japan's pre-existing IC card system (Suica, PASMO, ICOCA) — Complementary. IC cards (FeliCa-based NFC) dominate transit and small in-person retail; JPQR is for everything else — cashless POS, e-commerce, government fees, tourist payments. Japanese consumers commonly carry both an IC card (for the train) and a JPQR-app (for the convenience store) JP.
vs. upi-qr (India) — UPI uses a upi://pay?... deep-link URI format, not EMVCo TLV. JPQR is EMVCo TLV. Different wire formats; both achieve unified-national-QR status; both run alongside other dominant payment systems in their respective markets.
Fun facts
Japan invented the QR code in 1994 (Denso Wave, Toyota subsidiary) and opened the patent royalty-free [3] — but then took 25 years to standardise national QR payments. JPQR's 2019 launch is Japan catching up with QR-payment use cases that other countries had pioneered using Japan's invention. The structural reason: Japan's pre-existing IC card infrastructure (Suica, PASMO) was good enough that QR adoption pressure was lower than in cash-heavy economies like China and Brazil JP.
JPQR Global launched at Expo 2025 Osaka, Kansai, Japan with Cambodia as the first international cross-border partner at the Expo site [4] — a deliberate showcase of Japan's payment-system internationalisation. Expo 2025 became a live demonstration of multilateral QR interoperability across Asian payment systems.
PayPay → Line Pay merger is concentrating the Japanese QR-payment market: PayPay (51 % April 2024) plus Line Pay's exit (merging into PayPay mid-2025) will push PayPay's share above 60 % JP. The Japanese government appears comfortable with this concentration given PayPay's underlying connection to SoftBank/Yahoo Japan (Japanese-owned strategic infrastructure).
The Spring Festival Gala hongbao moment that made wechat-pay-qr in 2014 has no Japanese equivalent — JPQR's adoption growth has been steady-and-government-pushed rather than via a cultural-moment campaign JP. Japan's payment-adoption pattern reflects its cultural preference for institutional/incremental change over viral one-time events.
Japan achieved its 40 % cashless target a year ahead of schedule JP — the METI cashless promotion programme delivered. The next milestone is whether Japan can push past 50 % toward the long-term cashless-society aspiration, which would require pushing JPQR into more of the IC-card-dominated transit/small-retail niche.
